Lincolnshire’s journey to digital success
Idox has released a new video case study as part of its Work smarter for better outcomes campaign, spotlighting Lincolnshire County Council’s successful experience with the EHC Hub. The video captures how the EHC Hub, implemented in 2023, has streamlined SEND (Special Educational Needs and Disabilities) processes across the council, making it easier for professionals, parents, and carers to collaborate on EHC (Education, Health, and Care) need assessments, plans and reviews.
A secure digital solution for collaborative EHC planning
Jamie Rowell, Head of Product and Strategy for the EHC Hub at Idox, highlights how the platform simplifies complex statutory processes. “The EHC Hub is a secure digital platform—an online portal where everyone working with a child or young person can access the statutory processes for assessments, EHC plans, and plan reviews,” he explains in the video.
This centralised approach empowers professionals and families to contribute to and monitor a child’s progress through the statutory processes in real time, creating a truly collaborative environment.
A digital transformation for Lincolnshire Council’s SEND operations
Rebecca Rawdon, Assistant Head of Service for SEND at Lincolnshire County Council, describes how the Hub has revolutionised daily operations across the council. “The process of implementing the EHC Hub has been incredibly positive,” she says. “We’re now fully digitised, managing everything through the Hub. It’s changed the way we work with EHC plans entirely, making it quicker, easier, and more transparent for everyone involved.”
Digitisation has not only streamlined processes but also increased engagement among SEND stakeholders, ensuring that each plan reflects a broad range of professional insights and input from families.

Engaging SEND stakeholders with a responsive platform
Matt Hallgarth, SEND Assistant Caseworker at Lincolnshire County Council, notes how the EHC Hub’s accessibility has encouraged a wide range of users to engage with the system, from parents to health professionals and school staff. “From day one, we’ve had fantastic buy-in and engagement,” he shares. “Idox has been incredibly responsive to the feedback we provide. We meet regularly, and there’s also an ideas portal where we and other local authorities can suggest updates. No matter how we reach out, they respond in a timely manner, which keeps the system adaptable and effective.”

This experience makes the EHC Hub the comprehensive, user-friendly digital solution it is today.”
